This Joint submission by WILPF and the European Center for Constitutional and Human Rights (ECCHR) to the Committee on the Elimination of Discrimination Against Women (CEDAW) 83rd Pre-Sessional Working Group (28 February- 4 March 2022) highlights concerns over France’s arms trade. Despite France’s assertion in its ninth periodic report to the CEDAW Committee that “it exercises strict control, based on a principle of prohibition, transparency and accountability over its exports of war materials and related materials,” serious concerns remain. In particular, this submission highlights the human rights impacts, including gendered impacts, of France’s arms transfers to countries with poor human rights records, and concerns with France’s respect of its human rights obligations concerning the transfer of surveillance and biometric technology and other dual use products of China and Egypt.
